The second law of thermodynamics is really about resistance, as the first law is that a body without that will stay in motion. The second law builds on the first law. So matter what you are talking about, its always the conservation of energy.

Even if another form of energy is required to start the 'perpetual motion' machine (which is now a quasi-perpetual motion machine and perhaps needs a bit more periodically for either acceleration, then doesn't a quasi-perpetual thing have merit for the savings of how it operates, within a range, without aid?

There are some claiming machines that put more energy than what was put in... that's where I really draw the line. If the machine kept recycling output back to input, it would reach infinite energy...so it's poop-po from the get-go! But, getting close to 100% efficiency is desirable and worthy!

Basically, in any energy conversion (chemical to heat for instance), not all energy can be usefully captured (some is lost to the universe. As a system whole (machine plus universe), all energy is conserved, but from the machine view, energy lost!
